| About Tsu city. |

Tsu, the capital city of Mie prefecture, is located in central part of Japan, about 50km south of Nagoya, whose population is about 180 thousand. From more than 400 years ago, it has been developed as a regional capial city between Nagoya and Ise, where the biggest shrine "Ise Jingu"located. It has been enjoying its geographical and political merit and developed as a medium sized consumers town. But due to recent Japanese economic deterioration and change of regional industrial structure, it's economy suffers from serious stand still. Particularly many citizens say that atomosphere of central district sereously changed to be something like a ghost town, which used to be a major shopping center more than 30 years ago. Tsu used to be called "Anotsu", and famous as one of the 3 biggest port in Japan, until the port was entirely destroyed by big earthquake more than five hundred years ago. Currently there are small fishery port at the entrance of Iwata river, but it's impossible to find there an evidence of old glorious port era. Anotsu Yosakoi Dance Festival |

Due to capacity shortage of current Nagoya airport located about 10km north of Nagoya,
Japanese Ministry of Land, Infrastructure and Transport is promoting to construct new and bigger airport (Chubu International Airport)
in the offshore of Tokoname, 30km south of Nagoya. It can be said to be following the similar expansion policy of air traffic access in Tokyo (by Narita airport) and Osaka (by Kansai airport). But taking account of its location, new airport will not necessarily be convenient for users living in western side like Mie, Nara, Osaka prefecture. To solve this problem, shipping access is scheduled to be induced between the new airport and Tsu city. Japanese government is now peparing to construct new port in Tsu side, which needs sufficient scale and infrastructures to cover heavy traffic to and from the airport. As the new airport is scheduled to be open in 2005, new Tsu port is also required to be inaugurated with enough capacity until then. According to current schdule, whole Tsu port project will be completed in 2010. |

Thanks to this big national project, we got a big chance to regain a wonderful port after five hundred years. Moreover, most of Tsu citizens wish to activate our economy and make our living town more attractive. But we know that we cannot realize our hope by only waiting for promotions from government side, which have been brought many kinds of inconvenience and fiscal waste, together with nature destruction in many cases so far. The purpose of our group is, to investigate various posibilities for development, gather citizen's opinions, appeal our suggestions to our government, and cooperate with each other in reproducing Tsu city into attractive town. |

Message to overseas people. |

"Maintein seashore nature as much as possible..." "We need amusement center near the port.... " "Access road is required to be expanded...." There are many opinions among Tsu citizens. Of course we would like to respect our own wishes in developing our town. But we also would like to hear possible overseas users' suggestion and desires, which might be quite suggestible for us. In addition, if you send us any information about overseas experience, regarding economy activation by new infrastructures, failure in utilizing them, something like those, we are very happy.
