Yes, originally "Toujin" means chinese person, particularly at Tan era from 7 to 10 century.
But in Edo era in Japan, both of Chinese and Korean people were called "Toujin".
Even European people, who visited Japan before nation close policy, were also called "Toujin".
It is said that usual citizens at that time were not well informed about foreign countries.

Why do they use masks?

We don't know the exact reason, but maybe old Wakebe-cho people thought that they can be more foreigners like by wearing masks.
Toujins of Higashitamagaki-cho in Suzuka city also wear masks.

What kinds of people are dancing?

Originally dancers must have been men living in Wakebe-cho, with age from 18 to 30.
But recently other residents and women are allowed to dance, including working people.
The dance itself is easy enough to learn for everybody, but good performers are allowed to wear white clothe named "Roppe".
However, yelow or red costumes are also well appreciated by many people.
